Under NCAA rules, used by Texas and Mass. HS and jr high, a tee may not be used except on place kicks. However, Texas high school rules have modified that and allow the tee on field goals. There is no restriction on using anything for a tee other than it can't elevate the ball higher than 2" off the ground. Size and shape are not covered by the rule.
