Clock should start or not
Play begins at the 5 yard line. Illegal helmet contact occurs by the ball carrier at the 1 yard line. The ball carrier continues forward with the ball breaking the plane of the goal line scoring a touchdown. The 15 yard illegal helmet contact penalty should be enforced from the goal line and replay the down. Should the clock be started on the ready for play on the snap?

CANADIAN RULING:

Before the 3mw: on the RFP.
After the 3mw: on the snap.

The play that caused the clock to stop was a touchdown. Therefore, the clock starts on the snap.

Yes. All-but-one (or 3-and-1) enforcement.

Clock starts on the snap.
