Oxygen on sidelines

I've seen this on TV in the NFL and big time NCAA games. But, what does the FED have to say about having oxygen tanks on the sidelines for players to huff between series?

I do not even know if there are specific rules a the NCAA level either. This would be like trying to regulate what kind of water is used on the sideline as well.

FED has practically unregulatable rules about video and iPads (only for statistics) too. It's never stopped them before.

You can regulate IPads or other electronic devices if they are on the sidelines. I would have to look but nothing is illegal about having something in the press box area.
