Hurdleing in High school football

Is there a rule aganist this, if so where could one find it and could someone explain it to me???

Yes, it's an NFHS rule.

2-22
Hurdling is an attempt by a player to jump with one or both feet or knees foremost over an opponent who is contacting the ground with no part of his body except one or both feet.

It's for the safety and protection of both players.

Diving head first is legal. Leaping a player who is on his knees or lying on the ground is legal. Only hurdling narrowly defined is a foul.

Legal by the runner in Tx and Mass HS as NCAA rules used there

CANADIAN RULING:

Legal, except hurdling the Centre on a covert attempt is UR (for the time being).
