If they are designed for the wrist they can't be worn on the belt. The casebook specifically addresses this issue under Rule 1-5-3.

To me this is a silly rule but I have to enforce it almost every week. I'd never flag a player for it but I have them move it to their wrist. They look at me like I'm crazy and I think I am.

Our state supervisor apparently took in a game last Friday night. He sent out an e-mail reminding us of it so I guess the crew missed that.

We're coming up on Week 4 here and it hasn't been a problem so far. Last season it took a while to break the habit.

So how long until a manufacturor comes up with play cards that are made to be put on the belt?

That is what the spat manufacturers did. They were banned and they were able to convince the Fed that they had a purpose.

May I suggest that "per$$$uade" is a better word here? Same thing happened with "illegal" bats in NFHS baseball.
