No...let's break this down using all but one.

1) What type of play is this? Running play.
2) Where is the basic spot? End of the run, A-40.
3) Where is the spot of the foul? A-35
4) Is the spot of the foul behind the basic spot? Yes.
5) Since (4) is true, enforce the foul from the spot of the foul (the "one" in all but one)

Same circumstance but the hold is at the A23 the penalty is assessed from the A23?

Yes. Same breakdown as above.

...because (only) fouls by (a) the offense and (b) behind the basic spot are enforced from the spot of the foul.
