from that, it was no later than 1974, might've been 1972. No earlier than 1970.
As to when it changed
to that, I'm trying to remember if they inherited that from NCAA. I think they might've, and then NCAA changed it much earlier than NFL.
Another bit of "fun" was that until some time in the 1960s in the NFL, a forward pass from behind the passing team's goal line produced a dead ball and safety if it touched the goal structure.
