Rule 1-7 table entry 9.
A state can make any modification they want to resolve ties. They do not have to follow anything written in the non-rule section of the NFHS book called "the 10-yard Line Overtime line Procedure". It's a non-debatable issue. Except for those states playing NCAA extra period rules, you could have 48 variations of NFHS OT with ALL BEING CORRECT.
