Extending a quarter

Football question from a basketball official...friend texted me this question since I work in the booth on Friday nights and at least have a understanding of whats going on out there.

Offensive penalty at end of 1st quarter...clock expires, 5 yd illegal motion penalty on 3rd down. Penalty accepted. It is now 3rd and 9. Should there be a untimed play in the 1st quarter or spot the ball, change ends and start the 2nd?

Rule 3-3-3:
A period must be extended by an untimed down if during the last
timed down of the period, one of the following occurred:
a. There was a foul by either team and the penalty is accepted, except for
those fouls listed in 3-3-4b.

Here's 3-3-4:

ART. 4 . . . A period shall not be extended by an untimed down if during the last timed down of the period, one of the following occurs:
a. When the defense fouls during a successful try/field goal and the offended team accepts the results of the play with enforcement of the penalty from the succeeding spot.
b. There was a foul by either team and the penalty is accepted for:
1. unsportsmanlike fouls,
2. nonplayer fouls,
3. fouls that specify a loss of down,
4. fouls that are enforced on the subsequent kickoff as in Rule 8-2-2, 8-2-3, 8-2-4 or 8-2-5; or
5. fouls for which enforcement, by rule, result in a safety.
