NCAA FB Play Clock

A running play ends near the line to gain. R signals for the clock to stop for a measurement. At the same time another official signals for the clock to stop because of an injured defensive player.

Does the play clock get set to 25 (for the measurement) or 40 (for the injured defensive player)? Does it matter which official signals first, or which stoppage is the last to be cleared?
