Intent of the NFHS Numbering Exception

I am perplexed by what the intent is on the numbering exception. I can decode it fine to know when it applies and when it does not, but I dont know WHY its there. Can someone help me on this? Thanks!

The numbering exception allows the kicking team to put in faster coverage guys who probably know how to tackle for the kick rather than the usual slower big bodies who are more used to just blocking. The intent is to allow the kicking team a fairer chance at making a play on coverage.

I also assumed it was becaue HS teams often need to use various players in these roles, especially the snapper, that normally need to wear an eligible number. Prior to this exception they would have extra jerseys on the sideline and #85 would quickly put a #65 jersey on just to snap and then have to remove it before coming in on the kicking plays. The exception was created so this player wouldn't have to go through that exercise.
