Stepping on the snapper's back

First, let me point out we're not talking about hurdling.

PAT. You're the U.

R40 is probably 6'6". He gets a running start, jumps hands/head first over the snapper in an attempt to block the try. In doing so he steps on the snapper's back who never raises up.

I believe the NCAA has a rule that covers this but the NFHS does not.

Opinions of this play? A call?

If he steps on his back I could go with roughing the snapper.

Rule 9.4.3.e

Art. 3... No player or nonplayer shall:
e. Position himself on the shoulders or body of a teammate or opponent to gain an advantage.

I looked it up, and intent (my original thought) doens't matter. It's a flag.

Do you think "position himself" includes transitory motions like this?
