Stepping on the snapper's back
First, let me point out we're not talking about hurdling.
PAT. You're the U. R40 is probably 6'6". He gets a running start, jumps hands/head first over the snapper in an attempt to block the try. In doing so he steps on the snapper's back who never raises up. I believe the NCAA has a rule that covers this but the NFHS does not. Opinions of this play? A call?
