halftime delay
Do both teams have to be on the field at the end of the 15 minute halftime? Or at the end of the halftime plus 3 minute warm-up, which would be 18 minutes? Since they can use their warm-up time any way they want, are they required to be on the field?
How about if only the captains come out after 15 minutes to make second half choices while the rest of the team is in the locker room? When does the penalty occur, and is it delay or unsportsmanlike? |

I believe that only one player for each team needs to be on the field at the end of halftime and prior to the manditory 3 minute warmup.
If coaches realized this these should send the 4th string QB on the field when we come tell them they have four minutes. |

Mandatory Warm-up Activity Following Intermission: 3 minutes (The head coach is responsible for his team being on the field for mandatory warm-up time at the end of the scheduled halftime intermission.)
This states that the TEAM must be on the field and not A PLAYER. My state says that all team members who may play, this excludes sick, injured, or non-dressing team members, in the game shall be on the field prior to the 3 minutes starting. If the three minutes is delayed then there is a foul. Both teams will get three minutes to warm up no matter what. |

I agree with Warrenkicker with the following comment - the only way I would call this is if, after the 15/20 halftime ended, one of the teams was nowhere in sight. If they are on their way and I can see that, it's good enough for me. I won't wind the clock for the 3:00 until they are on the field.

The teams are allowed a 3 min. warm-up period. They are not mandated to use it for that purpose. Wheh it states the coach is responsible, it just means we as officials aren't required to go drag them out and make them warm-up.
'06 Casebook: 3.1.1 Situation C: "upon returning to the field near the end of the normal 15 min. halftime intermission, the officials notice one team standing quietly in front of its bench for the entire 3 minutes posted for warm-up. The officials (a) start the game as soon as the 3 min. have elapsed, or (b) inform the coach of that team that he must have his team actively warm-up by running or doing some kind of exercises. Ruling: The officials are correct in (a) but in error in (b). The rules book contains no definition of what constitutes a warm up. It simply requires that an opportunity to warm-up be made available." In NC most associations just tack the 3 min on to whatever the HC says halftime will be 15=18, 20=23 (max) |

They aren't required to warm up, but they are required to be on the field. If they aren't, we can't start the 3 minute warm-up period, and they are therefore delaying the start of the second half. Since the coach is responsible, he is charged with a USC foul.

Here's the case book ruling again: "The rules book contains no definition of what constitutes a warm up. It simply requires that an opportunity to warm-up be made available." When the clock hits 0:00 then start your 3:00, to wit "opportunity". When the 3:00 is over its game time. If Coach X doesn't want his boys to warm-up that's his call. As long as the team is out on the field ready to receive the kick-off for the second half what's the problem? If not you've got DOG and if coach refuses then you've got a forfeit. I've never seen anything that prescribes a USC foul on the head coach for not being out there. If we can't tell him to warm-up, how can we tell him he has to be out there? The opportunity is given, its up to him to use it. |

3-6-4 covers non-football personnel delaying the game and when that happens we are supposed to call DOG.
3-6-4 Game management is responsible for clearing the field of play and the end zones at the beginning of each half so play may begin at the scheduled time. However a team is required to be on the field for a manditory 3-minute warm-up period prior to the second half. 3-1 Table Mandatory Warm-up Activity Following Intermission: 3 minutes (The head coach is responsible for his team being on the field for mandatory warm-up time at the end of the scheduled halftime intermission.) This is a manditory time we must provide each team while they are on the field so if a team delays the start of this three-minute period it is commonly held that the team has delayed the second half kick-off by not being ready to play. 9-8-1 No coach, substitute, trainer or other team attendant shall act in an unsportsmanlike manner once the officials assume authority for the contest. Examples are, but not limited to: g. The failure of a team to be ready to start either half. |
