Illegal Shift?

Scenario:, Offense comes up to the line. QB is calling out play, puts his hand under center. After his hand under center, Offensive Line goes into 3 pt stance where they are set for 2+ seconds. Is this illegal shift? B) same scenario,Qb hand is under center before OL goes into stance, only this time half back goes in motion after OL is set. Illegal Shift? I cant find in rulebook where OL has to be set before QB hands go under center? White hat called it all game even when back not in motion. If it is Illegal shift, whose call, R or HL/LJ?

Doesn't matter when the line goes down, just that all 11 players are set for a second after a shift and before the snap. In B, you are still fine IF the OL is set for one second before the back goes in motion. It could be any of those officials call, but it must be called. I usually will have it from my R position.

Tell your "White Hat" to turn his white hat in. As described, none of these is an illegal shift (assuming the OL is set for 1 second before the halfback goes in motion). This is usually the Referee's call, but the Linesman or Line Judge may see something involving a wide receiver that the Referee doesn't, in which case they should make the call.
