I cant find in rulebook where OL has to be set before QB hands go under center? White hat called it all game even when back not in motion. If it is Illegal shift, whose call, R or HL/LJ?

Tell your "White Hat" to turn his white hat in. As described, none of these is an illegal shift (assuming the OL is set for 1 second before the halfback goes in motion). This is usually the Referee's call, but the Linesman or Line Judge may see something involving a wide receiver that the Referee doesn't, in which case they should make the call.
