Let's see if this actually muddles this whole issue even further.

They have stated that the holder can now "recover" an errant "snap" and still have the exception.

Well let's first look at the definition of "snap."

2-36-3 The snap ends when the ball touches the ground or any player.

Now let's look at the definition of "recover."

2-34-1 A recovery is gaining possession of a live ball after it strikes the ground. An airborne player has completed a recovery when he first contacts the ground inbounds with the ball in his possession.

So this tells me that it is impossible by rule to recover a snap as you can't recover an ungrounded ball and a grounded ball is not a snap anymore. So what have they actually done with this new rule? Nothing!!! I know what they were trying to do but it sure doesn't seem that they got there. They were only one or two words away from getting it done though.
