What's this scarf thing?

Had a varsity girls game last night, which I haven't done much of this year. Saw several girls with what looked like scarfs around their heads and tied in the back. Long tails on the scarfs hung down and obscured the players' numbers. Couldn't think of any rule violated so we left it alone. Are these showing up in your area? Legal?
