Mr Billy Mac:

It may be informative if you highlight the areas that have changed since last incarnation.

The "List" changes all the time, with big changes every year when the new rules come out in the spring, so it's hard for me to figure out what the most recent changes are compared to the last time that I changed, and/or, published the "List, but I'll give it a shot (red boldface above).

Freedom Of Movement ???

In light of the new Freedom of Movement restriction rules (placing two hands on the player, placing an extended arm bar on the player, placing and keeping a hand on the player, contacting the player more than once with the same hand or alternating hands), I have considered removing the phrase "Contact which does not hinder an opponent from participating in normal defensive or offensive movements should be considered incidental" from the paragraph quoted above.

I really don't want to since the phrase is still stated in 4-27:

Incidental contact is contact with an opponent which is permitted and which
does not constitute a foul.
ART. 1 The mere fact that contact occurs does not constitute a foul. When
10 players are moving rapidly in a limited area, some contact is certain to occur.
ART. 2 Contact, which may result when opponents are in equally favorable
positions to perform normal defensive or offensive movements, should not be
considered illegal, even though the contact may be severe.
ART. 3 Similarly, contact which does not hinder the opponent from
participating in normal defensive or offensive movements should be considered
incidental.

Comments?

Is it worth it to adding the new Freedom of Movement rules to the "List"? I'm really not too excited about making the "List" longer than it currently is.

Billy, I wouldn't delete the reference, because it still applies to most situations: contact with a shooter, PC fouls, blocking fouls, screens, etc.

Perhaps a book is in order? Or at least a pamphlet?

Don't hold your breath until you see it listed on The New York Times Best Seller List.

Maybe in a nice 4"x6" format or so, saddle stapled. Issue it once a year. Put some sample plays to explain the rules in a separate book. Supplement it with 8-20 plays a year issued on-line.

I'll get Bob Gardner, and Theresia Wynns, on that right away. I'm sure that they'll think that this is a great idea.

I still like the idea of a blockbuster movie. Lot's of sexy stars, lots of action packed scenes, lots of computer generated graphics, the whole nine yards. It will be sure to get several Academy Award nominations. It'll be bigger than any Cecil B. DeMille production. Bigger than Charlton Heston in The Ten Commandants. I can picture the officials walking out to start the game with a jump ball like Moses parting the Red Sea. It will be huge, I tell you. Huge.
