Hmmmmmmmm
Disagree. C had the slot on this play.
Secondary Coverage Area (SCA) calls are sometimes necessary, especially as "crew-savers" or when another official has an open look that the primary official doesn't have (cf. "curl plays", where you'd wanna "stay away when they curl away"). However, that condition did not seem to apply in this clip. It would be interesting to hear the L's justification for two things: Why he didn't rotate to strong side (though even though he didn't, that isn't his play to be looking at once he got across anyway), and why he didn't trust that his C could make the call there if one was warranted.
