Not quite. The hand could stay on contact with the ball all the way down to the court and have the ball considered at rest.

No, not at all. The hand could stay on contact with the ball all the way down to the court and still be part of a legal dribble... because the moving ball is not "at rest". It's not until the ball is actually "at rest" that it ends the dribble.

Are your saying that as long as the player keeps moving the ball, it is not at rest? Seems like a lot of palming/carries are never "at rest" but they're still illegal. And the rulings on that topic are all based on "at rest".

4-15-5 . . . An interrupted dribble occurs when the ball is loose . . .

In the OP, the dribble has ended, when the dribbling movevement is ended, and since it can't be an interrupted dribble, because the ball is not loose, I would probably call the subsequent action a second dribble = violation.

True - if you change the scenario entirely, the answer is different. He was talking about a dribbler maintaining contact with a dribble all the way to the floor.
