I agree that it is wrong. The dribble has to start (ie the ball released) before the pivot foot is raised. The pivot foot can be lifted as long as the player passes the ball of shoots before it returns to the floor, but not to start a dribble.

While I applaud the idea and intent of the article, it's overly-simplistic in asserting that coaches complaining about and questioning calls won't possibly have an effect on anything after that point. They generally do it for a reason and with a purpose, and it's not to get the call that was just made reversed.
