If I remember NCAA and Fed rules correctly, and I may be wrong as its been a few years, A coach can request a TO with time running and the officials will blow their whistle to grant the TO. therefore making your statement incorrect.

A coach that requests a timeout should only be granted when a player has control of the ball or a during a dead ball. Not that it matters that much, but it does matter if the request should be granted. And since FIBA does not allow timeouts to be granted the same way, that point needs to be made.

We're fooling ourselves anyway. I'm struggling to recall the last time coaches had something given to them that they were willing to give up. It would be like waking up to find out the seat belt rule was reenacted or something.
Actually, I believe the state of Iowa went this route a few years ago. For a long time, the girls and boys had quite a few differences in rules (a legacy from the six player/half court days). A few years ago, they made some efforts to reduce the number of differences. One difference was that girls coaches were allowed use of the coaching box, while the boys Association did not utilize the CB.

When the effort was made to consolidate more rules, the girls' Union dropped the coaching box. Now, IMS, high school games in Iowa do not allow for use of the coaching box.

I think he was talking about FIBA.
