In the NBA, it wouldn't be a violation unless the thrower releases the ball and the player was inside the 3 point line. If he's able to get back, no violation. If it was a defender, then disconcertion could also be called.

Thanks for the responses, i should have mentioned we play California Interscholastic Federation (CIF) rules. Any corresponding rule there?

Same one. Same basic rules -- CIF adds some for shot clocks etc..
