Not likely since it has never been the rule.

Like all fouls, it is more than just contact that makes it a foul. I doubt they really meant a foul should be called if the two players brush elbows.

Don't get too excited. The most important part of Nevada's post is the last sentence.

As a POE without rules, case, or interpretation backing, this provision is not enforceable.

If one is going to say anything like this, at least get the rule correct. "No contact before it hits.", without any reference to the rim, should do the trick.
