"We" is officials in general... Yes, in the rule home management is responsible for ensuring the 3-foot boundary on the sideline is of consistent finish. However, if they don't apply the rule, the officials have to adhere to the rule (i.e. moving the mats).

Have you not seen the video JRut? Its ugly...
