Throw in spot

A1 has the ball for a throw-in on the end line furthest from his basket. He throws the pass to A2 is standing at the division line, table side. A2 has one foot inbounds and the other foot out of bounds. Where is the throw in?

On the sideline nearest where A2 count A1's throw-in pass.

Who committed the violation, A1 or A2?

The throw-in is in front of the table.

I seem to recall that this is one of the rules that was changed a few years back, and then almost immediately changed back again.
