He didn't intimate....he said flat out said it was a foul. If you hit a player on the left bicep like LeBron did, while he still has the ball and is shooting it, that's a foul in the NBA 10 times out of 10. I can understand why Tom Washington missed it in real time because that was a hard play to see, but in slow motion, I'd bet the NBA would want that play called a foul every time.
