For once I agree with your statement Some plays have a congestion of players in one area. Jump balls are usually congested mess and can have all the players in one spot with players not in the scrum standing around waiting for the outcome. At the free throw line, in the end of everyone's coverage area a triple whistle is fine.... As long as one doesn't come up held ball, one comes up with a travel, and another comes up with a foul.
