You can call a technical foul during a live ball, but NOT, as APG stated for live ball contact. This thread is about when contact is a personal or technical foul. Your post is introducing a different (and possibly confusing) element to the discussion.

Bird Dog - If you are looking for difference between Technical and Common, Intentional, and Flagrant, here's a quick breakdown.
Technical Foul - Non-contact live ball or a dead ball foul. Fouls involving live ball contact are either common, intentional, or flagrant As previously stated, contact during a dead ball can be ignored unless you rule it intentional or flagrant. There's more, but these are the basics.
