looseball-A1 on the floor

A1 dives and grabs loose ball. B1 falls on top of A1 in attempt to play ball. Intentional or PF?

It's a personal foul, but likely a common personal foul as opposed to an intentional personal foul.

Why does it matter?

You can choose whatever you best think describes the play but really, it's not anything to be concerned about.

Rule 4-19-3 sates: an intentional foul is a personal or technical foul that may or may not be premeditated and is not based solely on the severity of the act. Intentional fouls include, but are not limited to: contact that neutralizes an opponent's obvious advantageous position.

if B1 is on top of A1, preventing him from passing the ball, in effect neutralizing his opponent, would it not be an IF vs CF?

The rule does not refer to neutralizing an opponent, but an opponent's "obvious advantageous position."

If you were ever going to call an intentional foul in this situation, it'd probably be for excessive contact...not neutralizing an opponent's obvious advantageous position.
