...seems to equate the bounce to at the disposal.

However, in this case the trail would like have had to turn his head to verify that it is the head coach making the TO request. I would have no problem in granting the timeout and explaining this is why it was granted.

Poor wording by the writers there. Fortunately, 4-7b clearly states that it is not at the disposal until the ball is caught.
