Let's say there was no travel. I thought the foul was a good call.

Notice how often, when viewing NCAA video, the commentary contains:

"if you're not gonna call the travel...."

At full speed it looks like a no call to me (assuming travel call is missed). Defensive guy has good position, and offensive guy is out of control and creating the contact (ie invading the defender's vertical space).

But is the defender staying within his vertical space?

That's the $1 million question. Full speed, the defender has established his spot on the floor. Out of control? Are you kidding? These are Division 1 athletes. That's just a good move to the basket. I wouldn't even consider that out of control in a HS varsity game.

The travel was missed, but this was an easy, easy foul -- the defender brought his arms down and didn't stay in his vertical space.

OK, but what about the defender's arms? I would not say those are within his own vertical space.

I think his arms are vertical. However, the endline look clearly shows his upper body leaning forward out of his vertical ... FOUL.

To me, the arms are a non-issue. I have B's body/torso moving forward at the time of contact, which is before arm contact.
