IF you'e referring to the NFHS Part 1 and Part 2, there's no difference in difficulty.

The Part 1 is used as either a practice exam or an open book exam by many states.

The Part 2 exam is a closed book exam in most states that use it and isn't supposed to be used until a specific date, so that it isn't released countrywide prior to the national exam date.

Now that the NFHS has gone to online exams, I'm not sure how much of this is still true.

But the Part 2 exam is no harder than Part 1. It was just a way to designate it for closed book use.
