And, in practice, that phrase (or whatever the actual rule book phrase is) is interpreted broadly -- almost any attempt to look at the basket or fake a defender will be viewed as moving to try. Of course, if the player then passes the ball s/he needs to immediatley move out of the lane or risk a violation.

Unless I have a brain fart, that player is getting a 3-second call every time. Once they've gone beyond 3 seconds and have used the allowance, the situation is going to end one of 3 ways...a shot, a violation, or a timeout.
