I don't think it matters who gives the second T. The deed was done and everyone in the facility saw it. I think the scenario when a partner should issue the second one is very different than this.
I was in a game several years ago (DC area) where a coach received a T from one of my partners. After the first T, the coach came on to the court and was yelling and screaming at the official who gave him the first T. By on the court I mean closer to the center circle than his bench. This coach was known for literally getting so upset that he foamed at the mouth! So should one of us (two non-calling officials) gave the coach the second T? These were my two best friends in the area (BNR, you know who I'm talking about) and while moving to issue the second T, I cut off my partner before he gave the coach the second T. It may be a situation where you had to be there, but it was so personal and directed at one official that I thought he needed to handle the business.

As we all know you've got to take care of business & that is not something I shy away from. I've been known to go 1, 2, 3... ballgame in the wreck setting. But in some cases, perception-wise, it is ideal for a non-calling official to close the deal.

If he made the basket, then grabbed the ball and tossed it down the court? I'm probably just going to charge a player technical rather than a team technical.
