resumption of play procedure

Ok.. I'm going thru the IAABO refresher exam. I'm hmming and hawing over one question regarding resuming play after a time out.

Question 34- Team a is granted a time-out prior to team A's thrown-in. Following the TO, team A fails to have all players return at approx the same time. The official pauses and then resumes play with the resumption of play procedure. Is the official correct?

Now I've read the resumption of play procedure for delay following a TO or intermission, but I've also read 10-1- 5-7 which is more specific for not having all players return at the same time. The resumption of play procedure seems to deal more specifically with a team failing to provide a thrower then the situation I referenced above.

I've never had it happen- I've always found preventative officiating helps prevent situations like this.

Some help, please.
