Lead/Center Calling BC Violation

Received this is a news letter:

Quote:
"The Trail official is officiating action in the backcourt as well as counting. The Center and Lead official must help the Trail with the count. The Center and Lead must glance at the shot clock or game clock when the ball was controlled by the offensive team. For example, if the offensive team controlled the ball at “34” seconds and the ball is still in the backcourt at 23 seconds , the Center or Lead should rule a 10 second violation."
Never seen/heard this before. I don't think I would ever do this, especially from the lead.
