The ball is dead when the violation occurs and is awarded to the opponents for a throw-in from the designated out-of-bounds spot nearest the violation.

Thank you! I thought I knew what the answer was, but my partner insisted it was at the sideline across from the ball...It was in my mind not worth arguing with him about...the opposing team was not pressing so mute point I guess.

Who was the T and L before the 3 seconds was called?

I was the L and I made the call. My partner the T took the ball from the point gaurd and pointed to the sideline. I called for the ball under the basket but he pointed and insisted it was on the side.

So you made the call, you were administering the throw-in, but your partner determined the designated spot?
