The only time I have come close is with someone with an elaborate pre-shot routine that almost always results in a missed FT. Leave it alone.

I agree. I have never had to call it, and haven't seen anyone else call it. Seems like we do it more for show than anything.

While it's "never" used, if it wasn't there, some team would find a reason to wait 20-seconds - 2 hours for a FT, if they thought it was to their advantage (perhaps the star has blood on the uniform and just needs a few more seconds to get it cleaned up so s/he can re-enter the game, etc.)
