Is it an alternating-possesion throw-in following simultaneous basket interference violations by opponents.

No. The rule exists only to fill a gap in logical space and to provide a challenging test question.

It is neither one, or both, or whatever you chose it to be based on your observation of the data.

Therefore it depends what team you are calling the foul or violation on! Or, on a much deeper level, if your assigner is evaluating you or not.
