No. The rule exists only to fill a gap in logical space and to provide a challenging test question.

It is neither one, or both, or whatever you chose it to be based on your observation of the data. :p

Therefore it depends what team you are calling the foul or violation on! Or, on a much deeper level, if your assigner is evaluating you or not. :p
