Ohio High School Certification Question

I am currently looking to become a certified OHSAA basketball official. I have a contact's number who is offering classes and i am looking foward to registering.

If anyone could provide a website or off the top of their head knowledge that would be great. Once you become certified (pass the class, mechanics test, etc.) what level are you able to officiate up to? If you can't officiate varsity right away (assumption), how long will it take to be able to officiate varsity?

...Just a side note question, I run a YMCA league and this kid, who is 18 (or so he says), claims to have officiated D II men's college basketball games, possible, if so how?
