I'd have to say no, I was addressing Coach Bill's questions.

Scenario : A1 has dribbled and come to a full stop (A1 has PC). Holding the ball in the plam of one of his hands. A2 comes along and picks ball up (now A2 has PC).

If A2 picks the ball and puts it back into A1 hand, can A1 start a dribble? A1 has regained PC, so yes.

No, he has to lose control and have the ball touched by another player.
