Play on, it doesn't effect anything.

my bet is that 92.8357% of us will call the block, (maybe more of a reflex action than anything else), but hey at least we are consistent!
Player was down prior to contact and got landed on by A. If this in anyway affect's B1's ability to get back up and either run down the court or retrieve the ball for a throwin or play defense off the miss; it's a PC foul.

If B1 is lying still and was in the spot before A jumped, it cannot be a block.

98.134134134% of the time, B1 is not lying still anyway, unless she's injured in which case you damn well should have stopped the game before A1 jumped.
