Illegal Numbers-NFHS

I know #67 is an illegal number but I have been told by some officials #67 can "buy" thieir way into the game. I have NEVER heard of this before. If the head coach receives a direct "T" and loses their coaching box, he/she (#67) can play in a Varsity game.

I don't know how that is possible but any help on this would be great. Comments would be great.
