Player gains control of the ball while laying on the floor. At that point player drops ball or loses control of the ball and then stands up and then picks up the ball ... legal or not?

If the player actually loses control of the ball, legal. If the player places the ball on the floor, gets up, and then grabs the ball, it is traveling.

The one weird exception to the traveling rule that does not require the player to be holding the ball to travel.

If he loses control, then he can stand up. "Drops" is ambiguous: if he sets the ball in front of himself and stands up, I've got a travel, since this is not one of the things that he's allowed by rule to do after having possessed the ball while on the floor.

Can I see some rule support for that? A player can't get up (or attempt to get up) while in possession of the ball while on the floor. If he doesn't have possession, he can get up. Pretty simple.

I agree with mbyron...but if he drops it so it is bouncing, I'm probably going to judge it a dribble, which would allow him to stand up.

I'm not sure if you're responding to me on calling a travel, but here:

4.44.5 Sit B: Ruling: ...It is also traveling if A1 puts the ball on the floor, then rises and is first to touch the ball.

The player is sitting on his butt ... places the ball to the side of him on the floor (ball is stationary) ... then stands and picks the ball up and starts dribbling.

The case play just cited regards this as a travel.

Well actually, IMO, lifting one's pivot foot prior to starting a dribble would also fall under this "exception".

We can debate it, but IMO the travel takes place when he's still holding the ball. It just takes confirming that he dribbles to make the call...

Remind me never to be locked in a confine space with you and Nevada.

IMO lifting one's pivot foot then starting a dribble should be considered an Illegal Dribble, not a Travel. But I'll save that fight for when I take over for Ed Bilik.
