You can also get this from the rule 3-2 ("The Captain" -- singular).

Both NCAA and Fed call for a Speaking Captain to be designated in the pre game, for formal communication.
but as you said as long as the person is polite I do not feel the need to make them go through their Speaking Captain.

Or maybe he's not a college official, but curious about how the college folks do things?

Does working a college game really make him a college official?

Actually, I hope so. Since I have my second one on Saturday.
