Since the contact happened after a missed field goal attempt, I am going to make the educated assumption that the ball was still live. Therefore if illegal contact occured, the foul will be a personal foul. This is a play that one has to see to make a definite decision but at the very least it will be a common foul or an intentional foul at the worst. I cannot see this being a flagrant foul unless he knocked out his opponent; this is the portion of the play I would have to see.

Hey namesake, why did you say "player control foul" since the player was not in possession of the ball? From the post, it did not seem the shooter was still in the air when he swung his arm, I think. Did you interpret that differently?
