POI or arrow

A1 has the ball for a frontcourt throw-in on the endline, prior to the pass being released A5 & B5 are called for a double foul.
There's no team control on the throw-in so I'm thinking arrow. Whatcha got?

Check out 4-36-2(b). You're right in that there's no team control during a throw-in, but this tells us the throw-in is the POI if "the stoppage occured during this activity".

Check out the definition of POI; during a throwin, POI is the throwin. So you'd give the ball back to A for a throwin at the original spot.

Now, once the throwin is tipped, and before control is established, a double foul would result in the arrow.

There's team control during the throw-in for NCAA.

Yup, which eliminates the scenario in NFHS after the tip but before team control is established.
