Tipping a ball to yourself

When the ball is loose around mid-court, can you tip it up in the air toward your basket and then then grab it and start dribbling?

absolutely! It is not a controlled dribble it is a batted ball.

The answer to your question is yes because there is no player control. For rules support see 4.12 and 4.15 in the NFHS case book.
